Executive Director, Marla Grossman

Marla Grossman is one of the country’s preeminent government relations attorneys. As a partner at the ACG Advocacy, she helps her clients with strategic public policy planning and representation before the White House, US federal agencies, and Congress. Her particular areas of focus include intellectual property, technology, competition and trade policy.

Dubbed “The Influencer” by I AM Modern Magazine, the Washington Business Journal claimed, “Marla Grossman seems to turn everything she touches into gold” and named her one of the Washington DC area’s “Most Influential Business Women”. Ms. Grossman has been called an “industry insider,” a “mover and a shaker” and “the real deal” by IP Watchdog, a “leading lobbyist” by the National Law Journal and “one of the most sought-after lobbyists in the capital and across the country” by the Expert Network. Ms. Grossman has been selected to the Washington DC Super Lawyer List every year since 2013 and was recently awarded a “Top Lobbyist” distinction by the National Institute for Lobbying & Ethics (NILE) as well as the Capitol Hill publication Roll Call.

Before joining ACG Advocacy, Ms. Grossman was a partner at PCT Government Relations, a lobbying firm focused on intellectual property and technology public policy matters. Prior to that, Ms. Grossman was a partner at the law firm of DLA Piper, which had acquired the law firm of Verner, Liipfert, Bernhard, McPherson and Hand, where she headed the Internet Ventures Group and practiced government relations law with such luminaries as the former US Senate Majority Leader George Mitchell and the former US Senate Majority Leader Bob Dole. While she was a partner at Verner, Liipfert, The National Journal described the firm as the top federal government relations firm in the US.

Earlier in her career, Ms. Grossman served as minority counsel to the US Senate Judiciary Committee, where she focused on intellectual property, internet usage, entertainment, online gaming, and technology, and helped draft laws such as the Digital Millennium Copyright Act; Copyright Term Extension Act; Trademark Law Treaty Implementation Act; Domain Name Amendment Act; and US Patent and Trademark Office Reauthorization Act.

Before working on Capitol Hill, she served as the Assistant Director of Public Liaison and Director of Law Enforcement Outreach for the Clinton-Gore 1996 presidential campaign.

A 2001 Peabody Award winner, Ms. Grossman lectures and writes extensively on intellectual property, technology, competition and trade issues.

Ms. Grossman received her JD, cum laude, from Harvard Law School, and a BA, summa cum laude, from Yale University (Phi Beta Kappa). She is admitted to the District of Columbia bar.  She recently served as Chairman of the Yale Alumni Fund, which from FYs 2019-2021, provided over $89 million from more than 40,000 donors to provide critical current use resources that sustain Yale’s commitment to leadership in teaching, research and student support.

Ms. Grossman also serves as Executive Director of the Coalition for Patent and Trademark Information Dissemination – a coalition of information services and workflow solution providers that offer value-added patent and trademark information services.

Deputy Executive Director, Luke Lynch

Luke Lynch has experience working on and with Capitol Hill in a variety of issue areas, including intellectual property, technology, artificial intelligence, competition, and trade. Now in the private sector, he represents clients ranging from small non-profit organizations to large international corporations and associations.

While playing a pivotal role in developing strategic policies and advocating for clients on Capitol Hill and before the Administration, Mr. Lynch also spearheads the execution of the ACG “Content & Technology” policy report, a highly regarded weekly newsletter that offers an insightful review of developments in the technology policy space in Washington DC, Silicon Valley, and across the globe. Mr. Lynch is also responsible for the publication of regular artificial intelligence (AI) reports which outline the most recent significant advancements in the AI field, both domestically and internationally.

From Glencoe, Illinois, Mr. Lynch is a graduate of Villanova University who brings a diverse range of experience, a keen eye for policy analysis, and a passion for innovation to his role.
